As Founder and Director of Population Caring Organization (PCO), Emmanuel Dolo oversees the day-to-day management of the organization. PCO started as a grass roots community based organization with limited financial or material supports. Mr. Dolo has led the effort to recruit and mobilize a group of volunteers within the organization. He acknowledges that this has been a huge challenge because of the fact that he is attempting to organize from within refugee populations. Many had more basic priorities—such as finding food for their families. Mr. Dolo employs a “commonality mobilization strategy” where he challenges the community to rise up and meet the needs of those suffering in the Buduburam Refugee Settlements.
PCO is an NGO based in Ghana at the Buduburam Refugee Settlement. PCO’s mandate is to improve both day-to-day conditions and long-term prospects for West Africans, especially Liberians and Ghanaians who have been displaced or affected by civil war and poverty. Their work includes maintaining the only free school in camp for refugee children, providing skills and literacy training to mothers, and operating community peace cells intended to promote reconciliation and non-violent conflict resolution. PCO also runs the Liberian Tribal Leaders’ Reconciliation Forum. PCO plans to establish a national peace program and a “foundation community” for returning Liberians from refugee camps in Ghana, back to their home communities.
